The United Kingdom and France Plan to Send Military Personnel to the Country should a Ceasefire Accord is Finalized

The London and Paris have inked a statement of purpose concerning the stationing of armed personnel in the nation should a peace deal be struck with Moscow, the Prime Minister of Britain, Sir Keir Starmer, has stated.

After negotiations with Ukraine's allies in Paris, he indicated that the UK and France would "create defense centers across Ukraine and build protected facilities for arms and military equipment" to prevent any subsequent incursion.

The allied nations also put forward that the America would take the lead in monitoring a truce.

Russia has repeatedly stated that any external forces in Ukraine would be considered a "valid objective", but has not yet issued a statement on this new announcement.

The Situation and Ongoing Hostilities

The Kremlin's head Vladimir Putin began a full-scale invasion of Ukraine in February 2022, and Russia currently holds roughly 20% of Ukraine's sovereign soil.

"This represents an essential component of our commitment to stand with Ukraine for the long-term," remarked Starmer.

Heads of state and high-ranking officials from the "Coalition of the Willing" were involved in the Paris negotiations.

Speaking at a joint press conference, the Prime Minister noted: "It establishes the framework for the operational parameters under which allied and coalition forces could work on Ukraine's territory, securing Ukraine's airspace and waters, and restoring Ukraine's defense capabilities for the time to come."

The British leader went on to say that London would be involved in any US-led confirmation of a potential truce.

Protection Pledges and Negotiation Stances

Lead American diplomat Steve Witkoff said that "lasting defense assurances and robust reconstruction vows are critical to a permanent resolution" in Ukraine – mentioning a central demand made by Kyiv.

He said the allies had "mostly completed" their work on agreeing such pledges "in order that the citizens of Ukraine know that when this hostilities ends, it ends forever."

Donald Trump's son-in-law, ex-President Donald Trump's special envoy, also was involved in the discussions.

Meanwhile, President Macron Emmanuel Macron declared that Ukraine's supporters had made "major progress" at the negotiations.

He noted that "comprehensive" safety pledges for the Ukrainian government had been reached in the instance of a possible truce.

Ukrainian President Volodymyr Zelensky said that a "major advance" had been made in Paris, but qualified that he would only view efforts to be "adequate" if they culminated in the end of the fighting.

Earlier, Zelensky suggested a peace deal was "mostly finalized". Finalizing the last 10% would "determine the outcome of peace, the destiny of Ukraine and Europe".

Outstanding Matters

  • Territory and security guarantees have been at the center of key disagreements for the parties involved.
  • Putin has often said that Kyiv's military must retreat from the entirety of Ukraine's eastern Donbas or Russia will seize it, dismissing any middle ground over how to end the war.
  • The Ukrainian President has thus far ruled out surrendering any territory, but has proposed that Ukraine could move its forces to an designated point – but only if Russia does the same.

Moscow presently occupies about 75% of the Donetsk region and around 99% of the bordering Luhansk region. The two regions form the area of Donbas.

The earlier US-led comprehensive framework that was widely leaked to the media last year was seen by Kyiv and its EU supporters as being strongly biased in Moscow's favor.

This led to a period of focused negotiations – with Ukraine, the US and European leaders trying to amend the draft.
